Why won't my Nexus 7 tablet reboot or reset?

My tablet will start and shows the name Google. It will not go any further than that. I have taken it to a computer shop and the said using the on button and the volume button brings up the reboot screen but it won't do it.

Can I send it to you to be fixed?
