Yes, iPod iTouch screens can be repaired. They are a little more difficult to repair versus an iPhone, but can still be accomplished. Any iDevice can be repaired, some are more difficult than others. iPods are especially difficult.

I have come to find, if one of the edges is dented in and that is why the glass is cracked, it is extremely difficult (if not impossible) to repair correctly. This is due to the screen not having enough surface area to bond with adhesives to the iPod itself. It usually results in the new glass popping off later on.
