Screen wont change orentation

I have replaced another ipad digitizer. The screen will not change orentation. I have checked the lock screen orentation and it is not set. Powering it off and on by holding the Power button and home button did not do the trick either. I am trying to see if there is anything else I can do before doing a reset.
