Why is my device not turning on?
Even after replacing the batteries and recharging them my device will not turn on.

There are two options for your camera not turning on.
Your camera might be turning on, but it is hard to tell because there is a bad display. Your camera might have a faint display. To check for this problem, hold a flashlight close to the screen and look for a dim display. If this is the case, follow LCD Screen replacement guide.
Another option is a bad motherboard. The motherboard is the central unit in your camera that could have short circuited or malfunctioned. Replacing the motherboard came be done following the replacement guide.
