Should the i-pad power up with only LCD plugged in?
I would like to test LCD screen before assembly. Should the LCD power up with only that one cable plugged into board?

You should plug the digitizer in as well. As you will need it to power down the iPad after testing. Do not connect or disconnect the lcd while iPad is turned on as you risk damaging the backlight circuitry.
