old touch screen has 1/8 foam tape around perimeter, is that normal?

iPad 1 A1219

Removed the old touch screen from the LCD, and the touch screen has black foam tape around the perimeter covering the silver sticky frame. Does the new touch screen require the foam tape around the perimeter? Foam is 1/8 wide by 1/16th thick surrounding entire screen.
