Won't turn on or charge at all

i got this Iphone and the person said they dropped it and then replaced the lcd. The home button is broken but the cables all seem fine and nothing is water damaged although i did find rust on one of the nails holding down the dock connector. I tried replacing the battery and the dock connector but it still wont charge and it wont get recognized by itunes on my computer. i have tried various usb cables and nothing has worked. Any tips?

Options

You can try fixing Home button and then hold power button together with home button it should turn on. Soft Reset it (Technically speaking).
