How to fix problem

after having program issues I hit reset to reset all programs.Now all I have on Ipad svcreen is an apple ,white bar and black screen.How do I fix this?

Options

Preform a hard reset hold power and home button til ipad screen turns off then let go of home button and continue pressing power the apple logo should appear and ipad will start up
