Replaced battery and dock connector, still not charging, now what?

I have replaced the dock connector 2x and replaced the battery in my Iphone4. My device will not charge. I followed all the steps to replacing both parts. The phone is on because the battery is charged. I cannot do a hard reset because the home button is broken.

How do I get my iPhone to charge?

Can you try to tranfer some date from PC to iphone or from iphone to PC, Make sure dock connector is working. if not transfer successfully, maybe dock connector defect. if working, maybe battery problem.
