IP address is not taken by router - NETGEAR DG834pn

the router is not able to have an ip address ????

Can you explain what you mean here. Most Routers use DHCP from the upstream router.

Are you trying to setup a static address so you can connect from the internet into your router (to access your home computer while your on the road). If so you'll need to talk with your ISP for a static IP address assignment then you can program the Router (review your owners manual).

Don't forget to also just reseting your router by unplugging it from power wait 1 good minute and restart. Otherwise you'll need to talk with your ISP support people as they may have an issue with the cable line or your settings they control.
