Logic Board water damage stickers

My friend dropped her phone in the water. First thing that went was the LCD so I took it off and noticed the the two water damage stickers where red. Is the logic board screwed or do I need to just replace the battery. The phone kicks on, when I used my own LCD off of my phone. Will not hold charge and either the power button is screwed or it just won't shut off. She just wants a cheap fix till she can afford a iPhone 4. Also the phone when connected to itunes says "The phone you are trying to connect is locked. Please type in password, so that itunes can connect." but there is noway to enter a password. Just has the restore using itunes screen and emergency calls only screen. What do I do?

I would carefully clean the logicboard and the connectors with isopropyl alcohol (>90%) and a soft paintbrush. remove the battery while you're cleaning the board.

the battery can have issues due to the shorted parts on the logicboard.
