I just replaced the top LCD screen and after putting it back together it wont turn on. When I press the power button all I get is the 3D comes on then goes off quickly. The motherboard seems to be getting power but just wont turn on. HELP!!!!!

Take it to a dark room and turn it on. Watch the screens carefully. See if either of them flash. If the bottom screen flashes then there is probably a problem with the top screen. If the top screen flashes then there is probably a problem with the bottom screen. If no screens flash then there is probably a problem with the speaker ribbons somewhere. This test is not 100% but most of the time it will lead you to the problem.

Did you double check your work? Made sure all the cables are properly seated? What made you change the LCD? what happened to your 3DS originally?

Yes all cables are fully connected. The top LCD screen had to be replaced because the cable was broken.
