Front camera doesn't work. Will a replacement fix it?

The iPhone is running 7.1. The screen is just blurry and doesn't seem to be moving around.. It kind of just freezes. The rear camera works perfectly.

I have tried restoring it and I even checked the connection inside - nothing seems to work.
