won't charge through wall adapter while phone is on

I have an iPhone 4S running ios 7.0.6. It will charge fine when plugged in to my computer. It will not charge while plugged in to the wall adapter while the phone is on. If the phone is powered off and plugged in to the wall adapter, it will charge just fine. Example: battery has 30% and is on. I plug in the charger and nothing happens. Five minutes later the phone has 28%. I cut the phone off and leave it plugged up and when I cut it back on in a few hours it's fully charged. I hooked up another charging port to it and get the same result. This leads me to believe that it's a software issue and not a hardware issue. I have restored the phone multiple times and it still doesn't work. Anyone have any suggestions?

Your problem could be due to a build up of dirt and debris in the connector port where the power cable attaches to the phone. It is common for dirt and debris to build up in the recessed area of the connector port where you attach the power cable to the phone. This can affect the phone in different ways; especially when it comes to charging the phone.

You might need to do a deep cleaning of this area and the pin strip board where the power cable makes its electrical connection to the phone. Remember, the pin strips are low voltage electrical and are live. They can be shorted out by liquid or a metal object. Use a magnifying glass and take a look inside the cable connection port. If you see a build up of debris, use a non-metallic object such as a toothpick and gently loosen and remove all of it. You may have to gently blow out some the debris.

Make sure that all of the pin contacts where the cable attaches to the phone are clean and shiny. You can very slightly dampen the end of a wooden toothpick to remove any dried on debris that may be preventing any of the pin strips from making good contact with the cable when it is plugged into the phone.

Perform the same cleaning on the plug end of the cable that attaches to the phone as a build up of debris in the plug can also have an adverse effect on the charging circuit. You can also clean out the headphone jack in this manner as dirt and debris tends to accumulate in there as well.

Thanks for the advice. Wouldn't that have been cured when I tried a new charging port though or are you talking about something different? It charges fine through my computer and in the wall when the phone is powered off. Only doesn't work when the phone is on and plugged in to the wall. I tried a brand new charging port and got the same result.

The port I am referring to is on the phone itself. It is the female receptacle for the male end of the charging cable and is not something you could have replaced with a new or different part as it is built-in.
