Why are the fans running at full speed?

The fans on my 17" Macbook Pro are running at full speed regardless of the temperature of the computer. Even if I turn on the computer when it is stone cold the fans almost immediately start racing.

When I look at the CPU temperature sensor I see massive fluctuations in the readings. Within a 5 second timeframe the temperature will jump from 210 to 180 to 196 then back to something in the 200s.

Any suggestions?

I have reset the SMC, but there has been no improvement. The fans are still at top speed.

Lets try a different direction here:

Download a temp & fan monitoring app like Temperature Gauge Pro, others will also work here I just like this one. See what it tells you Post a screen shot so we can see.
