iPod touch 4 will not charge unless off

I have repaired many dock connectors on these iPods as well as many other apple devices. I have come across a new problem. I have an iPod 4 that does not charge unless powered off. When off, the charging icon appears and it powers on after a few minutes. Once it turns on it does not detect that it is plugged in. Top right corner show low battery but no charge symbol. The dock port looks fine, clean and intact. I replaced the dock port anyways, but same exact problem with the new dock connector. Is there a fuse or coil that may have burned out? There is no water damage on the board.

Did you figure it out this issue yet?i have the same problem,I had fix many ipod but i don't know how to fix this one,please let me know.

You have a logic board problem, you would need to replace or jump some small filters, take a look at all the filters in the area of the dock connector and make sure non are missing.

I have two ipod the same way, it will charge if the phone is off,but it will not connect to itunes or shows the charging icon,how do fix this issue?anybody knows,any help will be apreciate.

I'm just curious,is somebody fix this issue yet?because I have 3 ipod 4th gen,they will not charge unless is off,please let me know if someone knows.
