Acer Aspire E1-532 is a Dual-core processor but half the maximum speed

Okay, I'm very worried about my laptop. It's a Dual-core processor(Intel celeron 2955U @ 1.4Ghz) but when I open the task manager checking its actual speed its written 1.4Ghz..shouldn't it be 2.8Ghz? Please help
