Non responsive touch screen

Hello everyone!! I have an iPhone 4 that has a dead touch screen. You can see everything on the display but can not swipe the phone to use it. I have changed the screen, checked the ribbons for tears, updataed and restored. Even cleaned the contacts on the board and the screen with Isopropanol. I still have a non responsive touch screen. Anyone know what can be causing this?

Sometimes after market screens will only work with the most updated version of iOS. Start there. Also, try a soft reset, let is sit for a minute, then check. If still nothing do another soft reset. If still nothing... time to check the solder points on the board. You may have a larger issue at hand.
