What do you mean by how do you boot it? What happens when you power it on? What OS are you using? How long has this been going on? What happened to your computer just prior to this? You need to give us a bit more information if you seriously want some help.

To boot your computer means to turn it on, to power it up. Just push the power button and your comptuer should boot. To reboot, means to restart.
