Why does the battery sign appear when pluged in but wont charge

Okay so, my moms phone got wet & it hasn't been working since the year started and were trying to get it back on . It would only come on for 4 minutes with the charger plugged in until I rest the settings now it just shows the dead battery sign when plugged up, but it won't charge do you think I can still fix it?

Batteries are really sensitive electronics. It has a life and a battery kept full but not used may be degraded.

As iPhone batteries are really cheap and easy to replace (I'm gonna paste store & guide links below), i recommend you to own a new one and replace it. Before doing this, you may open your iPhone and ensure that the battery has not spilt and endamaged the rest of your device electronics.

If the device has been wet, try getting some 91+% isopropyl alcohol and with a tooth brush and gently (the brush tips can easily get underneath the gold contacts and pull them out) clean out the dock connector. Blow it and it should dry quickly away. Connector the power and see if it works. If not, then you probably need a dock connector and as Vincent said, a battery. Both are pennies on iFixit.
