Logic board not powering on by any method, including jumper pads

I took apart my laptop because the touchpad wasn't working and heard about some sensitivity screw. Anyway, put it all back together and then it wouldn't start up.

I've gone over all the plugs and ribbon connectors and everything is in place but still no luck.

I probed around with a multimeter and found the DC board to be getting power as well as continuity throughout the board.

I tested the jumper pads and the hot pad got 3.42 volts but i still can't get any sign of life out of the logic board.

What's the next step i can take to try and repair the computer, or even start to diagnose it?

Are there any tests i can do to find if the board is fried?

I have spent days googling but can't seem to find an answer.

Only you know if you had any special difficulty with disassembly. That a jumper pad short won't start the machine indicates a major problem. You should go over everything once more paying particular attention to geting RAM snapped in, all connectors snapped in (many reassembly problems stem from connectors that "looked or seemed" to be correct but were not) ensure that bare ribbon connectors are right side up, all the way into the slot and with cam lock engaged.
