smoking after tipping over to change oil

I changed the oil in my mower by tipping it on it's side. once i restarted it; it started smoking like a mosquito fogger. The whole yard was a thick cloud of smoke.

I figured oil was getting into the carburetor. I remover the rubber elbow on the vent tube that goes into the carb and started the mower. Massive amount of oil was pumping out of the tube.

I shut it off.

Is something clogged up somewhere causing the oil to pump out of the tube.
