I got iPhone 4s, that is stucked on "searching"and actviation

hi guys!

i got iPhone 4s that is stuck on "searching" and activation screen and the sim card is inside after sometimes it says, activation failed server not available bla bla bla,,,," and when I connect it to iTunes for activation or upgrading, after half an hour, iTunes says the same message "cannot activate at this time" I don't know whats the reason? plz help
