Anytime these devices stop reacting to touch, it has something to do with the digitizer. You could have a variety of issues; Digitizer cable is broken or has come out. The digitizer could just be plain bad or has died, or you may or may not have dropped your iPad.

Either way, if you can follow the steps:

iPad Wi-Fi LCD Replacement

Included in that is how to remove the digitizer / glass (usually come together as 1 piece)

After repairing about a dozen of these things I can tell you that patience is key.

Good Luck.

Try a hard reset (holding the power and home button for about 10 seconds until the apple logo comes up)

See if that helps anything. If not then I would have a couple questions

Has is been dropped or damaged?

Did you replace the screen and then it stopped working?

Some more background would be needed.

Hope this helps
