MacBook Not powering on with only the charger

My macbook wont turn on when connected to the charger and no battery in it. It will however turn on every time with only the battery connected. The other thing is the fans run pretty high when i have the battery removed and i do coax the macbook into starting.

I have done the SMC, NVRAM, PMU resets. Tried other chargers, cleaned the magsafe port.

Does this sound like a bad DC board or something else.

Thats not a bad place to start, it still could be the main logic board. The power switching logic is located on both boards here.

You also note the fan speed you may have other issues. Did this system get wet? Have you cleaned out the dust buildup and re-apply thermo grease on the CPU & GPU and heat sink? If not I would do that first.
