swipe to unlock is non functioning

I have an iphone 3gs that will power on but the "swipe to unlock" will not work. Therefore the is no access to any functions. Does this indicate the LCD assembly inc digitizer needs to be replaced?

That sounds like it would be the digitizer or the digitizer cable needs to be reconnected.
