No boot after reformatting hard Drive

I wanted to do a fresh install on my Mac Book, and wiped the hard drive. Now I cannot install anything on it or run Snow Leopard install at all? Is there any software out there that can do a diagnostics fix or partition repair on it? My screen stays white with a folder and a question mark,flashing on it.

Really need help, thank you

After the format, give it one partition and set it to GUID. You should then be able to install a system. The flashing folder means it can't find a valid system. Will it boot up from the Snow Leopard when you hold down the "C" key and reboot?
