Want to change the cotton filth on the outside of the CD-ROM

Believe it or not the easiest way would be to install a new optical drive.
Getting the old fiber off, finding a suitable replacement, and adhesive will be a real chore.
You'd need a fusion material that will not shred or tear (leaves any cotton, cloth or foam out) as shredded bits would get sucked (carried into) the inside of the drive.
Insufficient thickness would allow for scratch to the bottom of your optical media.
Though this is the DIY repair/reduce/recycle advice site on the interment - IMO not every job qualifies. (Messing with CRT's and Li-ion batteries are two that immediately spring to mind as best left to professionals who know what they are doing).
