Make sure that you have pressed the button located on the front of the handle of the scooter.
The Light Switch is Defective
First, check that power is on. Press the button at least twice and observe if the light turns on and off. If the light shows no effect after pressing the light switch, consider replacing the button.

The Kickstand is Not Put down
You may not have put down the kickstand. Make sure that the kickstand is in a vertical position relative to the ground before letting go of your scooter to support itself.
The Kickstand is Wobbly
If the kickstand seems unstable and wobbles when left to support the scooter, consider replacing the pin that connects the kickstand to the platform of the scooter.
The Kickstand Will Not Go down
If the kickstand will not easily go down, consider applying lubricant to the hinge to pivot the kickstand easily.
The Kickstand is Broken
If the scooter falls over even when the kickstand is in the proper down position, the kickstand may be broken and not be the appropriate size to support the scooter. If you notice that the kickstand is significantly shorter than the size of a finger, consider replacing the kickstand.

The Bearings Will Not Rotate

The Throttle Sensor is Faulty
If the sensor located within the throttle is malfunctioning and not responding to input by the rider, then check the wires leading to the sensor to make sure power is going to the sensor.
The Motor is Defective
Examine the wires inside the front tire and make sure that they are receiving power. If they are receiving power but the motor will still not rotate, considering replacing the motor. A replacement guide can be found here.

The Release Lever is Not Pulled
Make sure the release lever is pulled before trying to fold the scooter.
The Release Lever is Stuck

The Folding Hinge is Stuck
If the folding hinge is stuck, make sure there is no debris blocking the movement of the hinge. If that is not the problem, consider applying lubricant to make the hinge easier to move.

I had the same error code on my transport and it was a wiring inside the wheel it was he rats nest and it was shorting out inside with every bump which causes the E1 message to flash and the scooter to shut down stop running and make a really annoying beeping sound that I had repaired and it works great now
