Answer to: Click wheel not functionalThe play function keys are actually embedded on the motherboard itself and the clickwheel's only actual function is scrolling, any other selection inputs are done via the motherboard. Since you have water damage, I would proceed with caution in replacing the clickwheel as it may not work after disassembly. Otherwise, if replacing the clickwheel doesn't fix the problem or ends up giving you more problems you would then continue to replcae your motherboard.
Answer to: My power button does not workYou would need to acquire a replacement Headphone Jack Flex Cable Assembly. That includes the headphone jack volume keys, etc. and the power button. After that you can follow the tutorials on here to remove the motherboard, as the cable underlies the MoBo.
Answer to: iPod Touch will not turn onDepending on where it was left while not in use, the possibility of something happening to it are infinite. But if when you plug it into a iPod wall charger and nothing at all comes on, the apple logo or even a black or white screen it very well could be your motherboard.
