i had the same question and just figured it out. the larger keys like winodws and ALT have additionally a metal bar. you go as explained in step 1-4. Then first attach the metal bar to the key. Then push the key in its dedicated position. Worked for me
I managed to get the two parts of the scissor disconnected while removing the CAPS key to remove a tiny screw that fell into the keyboard. I worked out how they had to go together again... eventually. It's also easier to reattach the metal bar to the key if you take it off the board.
