Water damage, not switching on

Ive got an iPhone which was bought with water damage, and it doesnt switch on, nothing has been tried to fix it. Will i be able to fix it after it not being dried and put in rice or whatever for a long time?

Or was it only salvagable if it was put in a bag of rice AS SOON AS it was damaged by water

This is all the information i know and can give, hope its enough.
