Why can't I go to settings

I can't open windows and on the bottom right of the screen it says go to settings to open windows, and settings won't open

more description of you screen would be helpful. you may be able to fix it with a repair install of windows. That requires a USB boot stick with your version of Windows on it.

There would be videos and instructions on how to make a USB boot and how to do the repair install online.
