Why won't my Wii remotes connect when another one is on

When I connect a Wii controller to my Wii the other will not connect but when I turn off the other one it will connect fine, they just won't connect to the Wii when ether or are one

Options

I would start by disconnecting both, then reconnect each one. Apparently the controller is confused and thinks they are the same unit.
