I'm trying to fix this same problem for a friend right now, same computer model. It is not the driver, as this occurs with the bios screen as well as in linux. Also the bottom of the screen approx the height of the taskbar is blurred vertically going across the bottom. So the one pixel row above it is being stretched downwards.
Maybe it is the video card burned out or something?

The LCD on your laptop most likely needs replaced. To verify that hook it up to an external monitor. If the picture is good on the external monitor replace the laptops LCD.
