Why does my laptop power button and charge light come on & off nonstop

The power button keeps coming on and off, along with the charging indicator... Whenever I plug it, the button lights come on and the hp interface comes up on the screen then it all goes off again. Above all these, it isn't booting at all. What could be the issue please, and how can I solve it?

If the battery charge LED indicator light turns on and off while AC power is connected and the battery is still charging, the battery is simply in a low-charge state. The Windows battery property shows that the battery is Online - discharging. This occurs because of the battery's charging cycle.
