Screen flickering & horizontal lines at the bottom and top

Recently, my computer screen has been experiencing occasional flickering and permanent horizontal lines at the top and bottom. Despite my efforts to resolve the issue by replacing the HDMI cable, trying different ports, and reinstalling graphics and monitor drivers, the problem persists. I suspect a hardware issue but lack the expertise to diagnose it. Therefore, I would greatly appreciate any assistance in identifying and resolving the issue.

My problem started the same way as the video above, latter completely unusable screen and than total darkness. It powers up, but no image.

I had this problem and ignored it (it seemed to fix itself if I turned the screen off and on again a few times) - it then progressed to the Backlight dying in multiple places (creating Vertical Stripes of near-black in multiple places).

@lidorbuba disassemble your monitor and check the ribbon cables for any corrosion, tears or rips. Clean the ends of those cables with something like a pencil eraser and then reseat them. Next check the capacitors on the main board. Leaking/failed capacitors can cause the same flicker. Check the power board as well for any component that may look corroded or otherwise damaged.
