top volume button isn't working

the top volume button is stuck. is there any way to fix that?

You'd have to remove the screen and maybe, depending on location remove the motherboard too. Then remove the plate behind the buttons to remove and clean them and the opening for the buttons. Unless the area around the buttons has been damaged. If you haven't removed a ipad screen before go real easy as there's a risk you'll break it.

Check your iPhone's volume settings (sound settings) to make sure that volume buttons aren't disabled. To do this: Open the Settings app. Tap Sounds & Haptics
