We would need more information about what has happened.

- Has the phone been damaged (drop / liquid)

- Has it been repaired and now it's failing

- What have you tried

- Did it just turn off and now wont turn back on

Galli Boy Naresh besides the excellent request for more information by @geirandersen you need to start assessing this symptomatically. Check the charger first, then the charging cable. After that check the charging port. Attach an USB Ammeter to see if your phone even makes any effort to charge. If that works, you need to check and possible change the battery. Of course, you can also try reset (use instructions from places like this or even a factory restore (instructions on same site (YOU WILL LOSE YOUR DATA)). If none of that works, follow the Samsung Troubleshooting flowchart. You are now getting to the board level of your phone. You will need the tools and skills to check some really small parts :-)
