Won't calibrate the radio to antennae, gauge won't reach the mark

When I try to calibrate it it makes it about 3/4 over to the mark, but won't make it all the way. Does anyone have any ideas?

It was neither SWR or modulation I was just calibrating the radio to the antenna.
