Lens will not retract when turned off. Shutter button doesn't work.

When I turn the camera off, the lens stays extended. When I turn it on, it retracts, then extends but I can't take pictures because it won't focus and the shutter button doesn't work. The zoom lever doesn't work. I get a message that says: Turn the camera off and then on. When I turn it off, it takes a while to shut down and the lens stays extended.
