I have a good working power supply. It has been tested as well as the logic board.
When I plug the AC plug into the electric outlet without turning on the system the #1 LED lights which it what it should do.
The fans keep starting and stoping and the #2 LED blinks off and on. Is this normal? When I press the start button it continue to do the same. Could there be an open circuit?

Carefully disconnect the power switch connection on the logic board. Does the #2 LED stay off and the fans are not running?
You may want to run the diagnostics. With everything connected reboot the system and hold the D key did any errors pop?
