if your device isnt powering on at all, it can be so many things. i would suggest to start by exciting the battery. (hold a 5.5V power supply to the battery) leave it there for abount 5-10 minutes to get the voltage regulated to about 4V. then see if it boots or charges. (please be advised that if the battery is bad, this can cause damage to ones self or property.)

scan the board for any signs of blown, broken, or missing components.

if this doesnt fix the issue, i would suggest replacing the modular components relating to charging. (aka; battery, and charge port)

if the above doesnt work, you are likely looking at an integrated board failure, in which case, the amount of work put into the device would be unjustified compared to replacing it.

Was the iPad completely dead or was it just not showing signs of being on? One way to test that it to connect it to iTunes. If iTunes recognizes the device but nothing shows up on the screen, then it could be a backlight or LCD issue.

If the device doesn't react at all, then it could be battery related (first thing to check) or an issue with the logic board or some peripheral that is (camera, sensor etc.) causing issues.

Open up the device, remove the LCD and digitizer (isolate the battery first) and connect it to iTunes to see if the device is recognized. If it's not, you could try a new battery if you have access to one or have it looked at by a micro-solderer.

What do u mean by isolate the battery and micro solderer

by

@nathandesmond Isolating the battery is to remove it from the circuit.

microsoldering is a technique of microscopic surface mount soldering. its essentially how to remove components from a motherboard via soldering. this technique is a specialized skillset, and if you dont have it, i suggest getting electronics repaired at your local repair center. it is a prerequisite for working on most digital technology.
