My Toshiba 49L3650VM won't open and keep on blinking

Can somebody tell me how to fix this problem it keep blinking and won't turn on, i try the press power button 60sec method... but it doesn't work

Try to hard reset by keys.If the problem still same upgrade firmware.I think that is software issue.
