Can I get pictures off my iPhone that won't turn on?

A few months ago, I dropped my iPhone 5c into a fountain and it got some pretty bad water damage. I got it almost all dried out and it was working again for a while and then it wouldn't charge and died, but I could still press the home and power buttons for the dead battery screen to show. I hadn't had a chance to spend time recovering my pictures until today so when I tried turning it on, it wouldn't show anything on the screen, not even the dead battery screen. Is there a way that I can recover my photos from it now. I'm willing to pretty much do anything to get them back since I have a lot of pictures on it of my dog who passed away a year ago. Would I maybe be able to take it to the Apple Store and have them try it out? Anything helps!

Did you back photos up to iCloud ? If you did just sign into iCloud on a pc or laptop and your photos will be there.

I wasn't able to back them up to iCloud because every time I tried, it said there was an error

Connect phone to computer and iTunes should open up or a folder should open and in the folder look for dcim and photos should be in there.
