The screen is red, not blue, when I turn on the tv

The colour on my screen is distorted. When I turn on the tv the screen ir red instead of the normal blue and the colour is distorted. what's the problem and how do I fix it?

How about the picture? Are the colors off as well? Is there any image retention? ie: psychedelic image with trails? If so, especially if you see image trails, your panel is bad.
