Cart won't cold start.

If the cart sits and cools down it won't start unless I push compressed air into the carburetor. Then it starts and runs fine until it sits and cools. I have tried replacing the spark plugs, changed the oil, cleaned the carburetor. Do I need to replace the carb?

Any ideas would be helpful.
