I don't have No main screen or icons can only access through settings

I don't have a home screen but I can access my apps through pulling down the top bar and going on settings and from there I can access but it seems like I have deleted a main software for my iPhone to function properly thus causing no home screen and also google play services has stopped as well so can't use play store to download
