Headphones flashing blue, wont do anything else

The Bluetooth headphones are flashing blue but won't play anything or turn off for a soft reset even. I unpaired them to my phone thinking that they could then disconnect and I could shut them off but that didn't work either. It's not the battery, I had charged them and they've been flashing now over an hour so I'm pretty sure it's not the battery. Trying to pair it to my HTC One again since I unpaired it earlier, it's not telling me connected, battery low, turning off, and HTC or my ZTE neither of them r picking them up when scanning for devices. Please help
