Nokia lumia 730 can't connect with window 8.1 in pc

WindowPhone 8.1 , window in pc 8.1, but they could not see each other in PC. In pc with window pc 10, it works, but doesn't in my pc.

When you say "could not see each other" do you mean Bluetooth or USB connection?
